He didn't actually use those words, but PA negotiator Saeb Erekat said "It is not acceptable for a country to link its national character to a specific religion."
While these words were a response to an Israeli demand that Israel's constitutional makeup as a nation-state (as the state of the Jewish people) be recognized, they surely apply even more to the Islamic Republic of Iran and to Saudi Arabia, a nation which does not even allow non-Muslims to practice their religion, than it does to Israel, where all people have freedom of religion.
